Complete a briefing paper on the following:
Should the U.S. Department of Homeland Security (DHS) recommend to the President and Congress to remove the Federal Emergency Management Agency (FEMA) from the DHS structure and make it an independent agency of the US Executive Branch? Discuss challenges facing FEMA responding to disasters. What strategies should be taken to lessen these challenges?
Provide a short legal brief you might submit to your superiors. The writing assignment should provide a balanced analysis of the issue assigned based on pertinent legal and other materials. The material for each assignment will come both from the required readings and outside research in order to fully assess the issues.
Technical Requirements
Your paper must be at a minimum of 3-5 pages (the Title and Reference pages do not count towards the minimum limit).
Scholarly references should be used. A good rule of thumb is at least 2 scholarly sources per page of content.
Type in Times New Roman, 12 point and double space.
Students will follow the current APA Style as the sole citation and reference style used in written work submitted as part of coursework.
Points will be deducted for the use of Wikipedia or encyclopedic type sources. It is highly advised to utilize books, peer-reviewed journals, articles, archived documents, etc.
All submissions will be graded using the assignment rubric.
Each student will prepare and submit a 1000-word essay (about 4 pages) on a topic of their choice on any topic covered that was covered throughout the course during the semester. In addition to your 1000-word essay, you will need to add an additional 2 pages including a cover page and a reference page (total submission should be 6 pages). The last page ( page 4) of your essay should consist on how you plan to implement what you have learned in this course and how you plan to use in your future endeavors (school, career, etc.). Students must use 12-point font Times New Roman or Calibri style font, doubled space. Students will follow the APA Style as the sole citation and reference style used in all written work submitted during this course.
Instructions
The topic, research question, and hypothesis for your research paper can be anything pertaining to border and coastal security. Once you have decided on a topic, develop a research question and hypothesis to support it.
Paper Format
– Cover Page
– Introduction (include the specific research question and hypothesis which are presented at the end)
– Literature Review – Critical analysis is the key here
– Methodology (This needs to be more than a single sentence that states “I used qualitative methods”. Take the time to explore what type of qualitative method you used…. Content Analysis and Case Study.
– Analysis – What does your research tell you? What are your conclusions??
– Conclusion – ensure you include what future research should cover that has not been explored.
– Reference List
– Scholarly and credible references should be used. At least 2 scholarly sources per page of content. However, a minimum of 10 scholarly sources are required.
