Assume that you have been asked to give advice to city leadership (mayor, city council, transportation commissioner, planning director) about the potential for improving conditions for non-motorized transportation and encouraging people to walk and bicycle more. To prepare your response, interview 4 people of your choosing. You should interview two males and two females, preferably from various age groups. Develop a list of 6 interview questions about the barriers that prevent people from walking and bicycling more (approximately 3 questions on walking, 3 questions on bicycling) stemming from your engagement with the material from this learning module. Report the findings in a memorandum addressed to city leaders in which you synthesize the responses and summarize to produce findings. Include an appendix with your memorandum containing two key components: (a) a list of your survey questions, and (b) a short profile (without name or other identifying information) of the people you interviewed. Your entire project (including appendix) must be 800 to 1,200 words in length (but no longer than 1,200 words in length). Remember, your task is to use what you find from your interviews to inform city leadership about why people might choose not to walk or bike, and to make suggestions about how to change those choices. Your memorandum should demonstrate mastery of the material in this module. Convert your memorandum to PDF before uploading. Comment on two students’ projects. Students can earn 2 points for this project. Assignments must meet all criteria to receive credit. Incomplete assignments are not eligible for credit. To receive credit, assignments must adhere to the writing expectations set forth in the course syllabus. Before submitting, check and re-check your assignment to ensure that it meets the guidelines of this project statement. Tips Your memorandum should begin with an address block (containing, at least, “to”, “from”, “date”, and “subject”). A generic guide to memo writing can be found here Your memorandum need not conform exactly to those subheadings, but should include the basic layout, in particular the memo heading. Your subsections may be slightly different, focusing on points such as those suggested in the bullets above. Keep in mind that the readability of your memorandum is greatly increased when you provide your narrative in logical subsections separated by subheadings. You should consider various types of barriers that may prevent people from walking and bicycling or reduce the likelihood of walking and bicycling. For example, people may experience access barriers, limited travel options, physical barriers (occurring in the built environment), perceptual barriers (perceived conditions, versus actual conditions, affect decisions), cognitive barriers (difficulties in understanding), information barriers (lack of information about travel options), and other types of barriers, You will include a list of your interview questions in the appendix, but it is not necessary to include the interviewees’ responses (you will, however, synthesize and summarize the responses in your memorandum narrative). Interviewee profiles could follow this format: (a) I interviewed a 38-year–old mother of two children who lives in an older suburb and who works part time in a medical office and chauffeurs her children to school and activities; (b) I interviewed a 23-year-old recent college graduate (male) who lives in a large city and works in high-tech and who does not own a car (but is saving money to buy one). Remember, memorandum writing is a bit different from term paper writing. Remember to put information such as important materials, findings, or facts at the beginning, and recommendations toward the end. Also remember that memorandum writing is very purpose-driven, so it should be concise and to the point. Bibliographic references are not required for this assignment, but if you do refer in your project to published sources, do so in a consistent and proper format (as outlined in the module 3 assignment). An example of a real world planning memo can be found here. Your memorandum need not be this extensive, since this assignment encompasses a smaller effort than the example memo. You should, however, observe and emulate the style and purpose. Note that it is highly organized, and focused on the task at hand, which is identified in the “subject” field in the heading.
