In this portion of the capstone project you will provide an outline on how you will research your topic — this outline should focus on the five topics for the project (Overview/Context, Ethics, Leadership, Budgeting/Finance, and Future Directions).
In addition to an outline, the paper you submit for this module also should:
a) explain why the public administration/policy issue or public sector organization is relevant and important in a societal context. This explanation should be a single paragraph.
b) provide your thesis (from Box 6 in the Research Question Worksheet of the Learning Module 1 assignment, with any subsequent revisions you have made). Be sure your thesis is based on the attributes of a good thesis described at the websites provided in the Research Question Worksheet (Learning Module 1); notably, your thesis should state your position on the topic and make a claim others can dispute.
This paper should be 2-3 pages (double-spaced, 12-point font, 1″ margins) and should provide sufficient detail for each of the topics in the outline in order to demonstrate that you have given your topic considerable thought (as an example, see the sample detailed outline provided at the MIT website listed below). Also, be sure that you include the two (or more) specific concepts in the Ethics, Leadership, and Budgeting/Finance sections of the outline — for more details, see the ‘Capstone Project Instructions’ file provided in the Course Menu in the left sidebar. Your paper should highlight or use bold text for each the two (or more) specific concepts in the Ethics, Leadership, and Budgeting/Finance sections; see the sample paper provided in the Capstone Project Samples file in the course menu in the left sidebar.
Be sure that the Outline addresses all of the main ideas in your thesis.
